The global cloud and AI infrastructure of AWS has been designed sovereign from day one. It offers customers complete control over the location and movement of their data. This sovereignty is also supported by technical measures and operational controls that provide transparency and certainty.
This sovereign cloud is exclusively managed by residents of the European Union and is not dependent on infrastructure outside of it. Thanks to its design, the cloud can continue to function without limits even in the event of a disruption in communication with the rest of the world. To ensure the operation of the cloud even under extreme conditions, authorized AWS personnel from the AWS European Sovereign Cloud have independent access to a replica of the source code. These personnel are always residents of the EU. This is necessary to maintain the AWS European Sovereign Cloud services.
Security is fundamental to digital sovereignty. Just like in other regions where AWS operates, the AWS ESC is powered by the AWS Nitro System. This provides leading, strong physical and logical security boundaries to enforce access restrictions. As a result, no one, including AWS employees, can access customer data running in Amazon EC2.

Additionally, AWS has established a special governance structure in Europe. A new headquarters and three local subsidiaries have been set up in Germany (GmbH). They are led by EU citizens who are required to comply with European legislation and act in the interest of AWS ESC customers.
